Pengelolaan Manajemen Risiko Terintegrasi Dalam Tahapan Siklus Hidup Proyek Konstruksi Di Indonesia

Penelitian ini bertujuan mengkaji integrasi manajemen risiko pada siklus hidup proyek konstruksi di Indonesia melalui metode tinjauan literatur. Analisis dilakukan terhadap berbagai jurnal, artikel, buku, dan laporan teknis yang membahas praktik manajemen risiko mulai dari tahap perencanaan, desain, konstruksi, hingga operasi dan pemeliharaan. Hasil tinjauan menunjukkan bahwa sekitar 60% literatur menekankan tahap perencanaan sebagai fase paling kritis terkait risiko biaya dan keterlambatan, sedangkan risiko teknis dan keselamatan dominan pada tahap konstruksi. Metode yang paling sering digunakan dalam identifikasi dan evaluasi risiko antara lain Risk Breakdown Structure (RBS), House of Risk (HOR), serta penerapan Building Information Modelling (BIM) untuk mitigasi risiko berbasis digital. Selain itu, keterlibatan pemangku kepentingan sejak tahap awal terbukti menjadi faktor kunci dalam mengurangi dampak risiko. Penelitian ini memberikan kontribusi konseptual dengan menawarkan kerangka integratif manajemen risiko yang relevan untuk diterapkan pada proyek konstruksi berisiko tinggi di Indonesia.
This study aims to examine the integration of risk management across the construction project life cycle in Indonesia through a literature review method. The analysis covers journals, articles, books, and technical reports discussing risk management practices from the planning, design, construction, to operation and maintenance phases. The findings indicate that approximately 60% of the literature emphasizes the planning phase as the most critical stage in terms of cost and schedule risks, while technical and safety risks are more dominant during the construction phase. The most frequently applied methods for risk identification and evaluation include the Risk Breakdown Structure (RBS), House of Risk (HOR), and the use of Building Information Modelling (BIM) for digital-based mitigation. Furthermore, the active involvement of stakeholders from the early stages is proven to be a key factor in reducing the overall impact of risks. This study provides a conceptual contribution by offering an integrative risk management framework that is relevant for high-risk construction projects in Indonesia.
