Pengelolaan Arsip Dinamis pada Instansi Pemerintah Daerah: Studi Kasus Kantor Kecamatan Gemawang, Kabupaten Temanggung

Penelitian ini bertujuan untuk menganalisis pengelolaan arsip dinamis di Kantor Kecamatan Gemawang, Kabupaten Temanggung berdasarkan empat tahapan manajemen arsip dinamis: penciptaan, penggunaan, pemeliharaan, dan penyusutan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan tiga informan kunci, melalui observasi, wawancara, dan dokumentasi. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi redukasi data, tampilan data, dan perumusan kesimpulan. Hasil menunjukkan bahwa: (1) penciptaan dan pencatatan arsip masih manual melalui buku agenda; (2) penggunaan arsip belum didukung basis data elektronik sehingga lamanya proses penemuan kembali arip; (3) pemeliharaan arsip belum ditopang ruang arsip khusus dan prosedur perawatan arsip; (4) penyusutan arsip belum berbasis daftar arsip inaktif dan jadwal retensi arsip yang formal. Temuan ini menunjukkan adanya kesenjangan antara kebijakan digitalisasi kearsipan dan kesiapan kearsipan organisasi di tingkat kecamatan.
This study aims to analyze the management of active records at the Gemawang Subdistrict Office, Temanggung Regency, based on the four stages of active records management: creation, use, maintenance, and disposal. The study employs a descriptive qualitative approach with three key informants, utilizing observation, interviews, and documentation. Data analysis utilized the Miles and Huberman interactive model, which includes data reduction, data display, and formulation of conclusions. The results indicate that: (1) the creation and recording of records are still done manually using logbooks; (2) record use is not supported by an electronic database, resulting in a lengthy record retrieval process; (3) record maintenance lacks dedicated storage space and formal record care procedures; (4) record disposal is not based on an inactive records list or a formal records retention schedule. These findings indicate a gap between archival digitization policies and the archival readiness of organizations at the subdistrict level.
