Praktik Pengelolaan Arsip dan Dampaknya terhadap Efektivitas Pelayanan Administrasi pada Kantor Kelurahan se-Kecamatan Bergas

Pengelolaan arsip pada tingkat kelurahan sering menjadi titik lemah dalam pelayanan administrasi karena belum adanya standar retensi, klasifikasi, dan temu kembali informasi yang seragam. Penelitian ini bertujuan untuk menganalisis pengelolaan arsip dalam mendukung pelayanan administrasi pada empat kantor kelurahan di Kecamatan Bergas, yaitu Kelurahan Bergas Lor, Wujil, Ngempon, dan Karangjati. Berbeda dari penelitian sebelumnya yang umumnya berfokus pada satu instansi, penelitian ini membandingkan praktik siklus arsip pada empat kelurahan dalam satu kecamatan untuk melihat keterkaitannya dengan efektivitas pelayanan administrasi. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi terhadap 7 informan yang terdiri dari sekretaris lurah dan staf pelayanan/administrasi. Analisis data dilakukan menggunakan model interaktif Miles dan Huberman yang dibantu software NVivo 12 untuk proses coding dan visualisasi tema. Hasil penelitian menunjukkan bahwa pengelolaan arsip telah mencakup tahap penciptaan, pemeliharaan, penyusutan, dan pemusnahan arsip, namun belum berjalan secara terintegrasi dan terstandarisasi. Analisis data menggunakan NVivo 12 menunjukkan bahwa isu penyusutan dan pemusnahan arsip lebih dominan muncul dalam wawancara dibandingkan tahapan lainnya, yang mengindikasikan adanya ketimpangan dalam pelaksanaan siklus arsip. Kondisi tersebut berdampak pada penumpukan arsip, hambatan temu kembali dokumen, ketidakpastian informasi administrasi, serta menurunnya efisiensi pelayanan administrasi di tingkat kelurahan.
Records management at the village (kelurahan) level is often a weak point in administrative services due to the absence of standardized retention schedules, classification systems, and information retrieval procedures. This study aims to analyze records management in supporting administrative services across four village offices in Bergas Subdistrict, namely Bergas Lor, Wujil, Ngempon, and Karangjati. Unlike previous studies that generally focused on a single institution, this research compares records life cycle practices across four village offices within one subdistrict to examine their relationship with administrative service effectiveness. This study employed a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation involving seven informants consisting of village secretaries and administrative/service staff. Data were analyzed using the Miles and Huberman interactive model, supported by NVivo 12 software for coding and thematic visualization. The findings indicate that records management has covered the stages of records creation, maintenance, disposition, and destruction; however, it has not been implemented in an integrated and standardized manner. NVivo 12 analysis shows that issues related to records disposition and destruction were more frequently emphasized in interviews compared to other stages, indicating an imbalance in the implementation of the records life cycle. These conditions have led to document accumulation, difficulties in document retrieval, uncertainty in administrative information, and reduced efficiency of administrative services at the village level.
