Manajemen Pengelolan Media Sosial Sebagai Sarana Komunikasi Massa Di Dinas Pendidikan Kota Semarang

Penelitian ini bertujuan menganalisis manajemen pengelolaan media sosial sebagai sarana komunikasi massa di Dinas Pendidikan Kota Semarang dengan menggunakan kerangka fungsi manajemen POAC, yaitu perencanaan, pengorganisasian, pelaksanaan, dan pengawasan. Kajian ini dilatarbelakangi oleh meningkatnya kebutuhan masyarakat terhadap informasi pendidikan yang cepat, transparan, dan interaktif melalui media sosial, sementara praktik pengelolaan komunikasi digital pemerintah daerah masih menghadapi persoalan pada aspek perencanaan konten, kapasitas sumber daya manusia, koordinasi lintas bidang, dan evaluasi berbasis data. Penelitian menggunakan pendekatan kualitatif deskriptif dengan informan yang dipilih secara purposif, yaitu pengelola Instagram, pengelola pesan masuk dan kanal TikTok serta YouTube, serta pengelola website dan informasi. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis secara tematik berdasarkan kategori POAC. Hasil penelitian menunjukkan bahwa media sosial telah berfungsi sebagai kanal penyebaran informasi pendidikan dan ruang interaksi publik. Namun, fungsi perencanaan belum didukung strategi konten, segmentasi audiens, dan SOP yang baku. Fungsi pengorganisasian telah memiliki pembagian tugas, tetapi masih terkendala keterbatasan SDM, pekerjaan rangkap, dan ketergantungan pada aliran data dari bidang lain. Fungsi pelaksanaan relatif responsif, tetapi tingginya volume interaksi publik belum sepenuhnya diimbangi kapasitas penanganan pesan. Fungsi pengawasan masih sederhana karena evaluasi belum berbasis indikator kinerja yang terstruktur. Penelitian ini menegaskan bahwa efektivitas komunikasi digital pemerintah tidak hanya ditentukan oleh jumlah platform dan intensitas unggahan, tetapi oleh integrasi fungsi manajemen POAC, kapasitas organisasi, dan pemanfaatan data engagement sebagai dasar pengambilan keputusan.
This study analyzes social media management as a means of mass communication at the Semarang City Education Office using the POAC management framework, namely planning, organizing, actuating, and controlling. The study is motivated by the increasing public demand for fast, transparent, and interactive educational information through social media, while local government digital communication practices still face challenges related to content planning, human resource capacity, interdepartmental coordination, and data-based evaluation. This research employed a descriptive qualitative approach. Informants were selected purposively because they were directly involved in managing Instagram, incoming public messages, TikTok and YouTube channels, as well as the official website and public information services. Data were collected through interviews, observation, and documentation, then analyzed thematically based on the POAC categories. The findings show that social media has functioned as a channel for disseminating educational information and facilitating public interaction. However, the planning function has not been supported by a clear content strategy, audience segmentation, or formal standard operating procedures. The organizing function has included task distribution, yet it remains constrained by limited human resources, overlapping duties, and dependence on data flows from other units. The actuating function is relatively responsive, but the high volume of public interaction has not been fully balanced by adequate message-handling capacity. The controlling function remains limited because evaluation is not yet based on structured performance indicators. This study demonstrates that the effectiveness of government digital communication is determined not merely by the number of platforms or posting intensity, but by the integration of POAC functions, organizational capacity, and the use of engagement data for strategic decision-making.
