Organizational Readiness For Change: Kesiapan Pegawai Dalam Transformasi Arsip Digital Di Uptd Blk Kota Semarang

Transformasi digital dalam pengelolaan arsip di instansi pemerintah masih menghadapi berbagai kendala, seperti keterbatasan kompetensi sumber daya manusia, belum tersedianya standar operasional prosedur (SOP), keterbatasan pelatihan, dan implementasi sistem digital yang belum optimal. Penelitian ini bertujuan menganalisis kesiapan pegawai dalam transisi pengarsipan manual ke digital di UPTD BLK Dinas Tenaga Kerja Kota Semarang berdasarkan perspektif Organizational Readiness for Change. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui wawancara semi-terstruktur, observasi, dan studi dokumentasi terhadap Kepala Sub Bagian Tata Usaha serta pegawai pengadministrasi perkantoran yang dipilih menggunakan teknik purposive sampling. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldana melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kesiapan pegawai berada pada kategori cukup baik. Dimensi change commitment tercermin melalui dukungan pimpinan, sikap positif pegawai terhadap perubahan, dan kesadaran akan pentingnya arsip digital. Dimensi change efficacy ditunjukkan oleh kemampuan pegawai yang berkembang melalui pengalaman kerja dan pembelajaran mandiri serta didukung oleh ketersediaan infrastruktur seperti SRIKANDI, Google Drive, komputer, jaringan internet, dan perangkat pemindai. Penelitian ini juga menemukan bahwa belum tersedianya SOP pengelolaan arsip digital, terbatasnya pelatihan teknis, serta ketergantungan pada Google Drive sebagai media utama penyimpanan masih menjadi tantangan bagi keberlanjutan digitalisasi arsip. Penelitian menyimpulkan bahwa kesiapan organisasi dalam transisi pengarsipan manual ke digital telah terbentuk, tetapi penguatan tata kelola, standardisasi prosedur, peningkatan kompetensi pegawai, dan dukungan kebijakan tetap diperlukan untuk mewujudkan pengelolaan arsip digital yang berkelanjutan.
Digital transformation in records management within government institutions continues to face several challenges, including limited human resource competencies, the absence of standard operating procedures (SOPs), insufficient training, and suboptimal implementation of digital systems. This study aims to analyze employees' readiness for the transition from manual to digital records management at the UPTD BLK of the Semarang City Department of Manpower based on the Organizational Readiness for Change perspective. This study employed a qualitative descriptive approach. Data were collected through semi-structured interviews, observations, and document analysis involving the Head of the Administrative Subdivision and administrative staff selected using purposive sampling. Data were analyzed using the interactive model of Miles, Huberman, and Saldana, which consists of data reduction, data display, and conclusion drawing. The findings indicate that employees' readiness is at a relatively good level. The change commitment dimension is reflected in leadership support, positive employee attitudes toward change, and awareness of the importance of digital records management. The change efficacy dimension is demonstrated by employees' competencies, which have developed through work experience and self-directed learning, supported by the availability of infrastructure such as SRIKANDI, Google Drive, computers, internet access, and scanning devices. The study also found that the absence of formal SOPs for digital records management, limited technical training, and dependence on Google Drive as the primary storage platform remain challenges to the sustainability of digital records management. The study concludes that organizational readiness for the transition from manual to digital records management has been established; however, strengthening governance, standardizing procedures, enhancing employee competencies, and reinforcing policy support remain essential to achieving sustainable digital records management.
