Analisis Kelayakan Tekno-Ekonomi Elektrifikasi Penyambungan Tambang Emas oleh PT PLN (Persero) di Sulawesi Tengah

Pertumbuhan kebutuhan energi listrik di Provinsi Sulawesi Tengah diproyeksikan meningkat seiring berkembangnya pelanggan Konsumen Tegangan Tinggi (KTT), khususnya industri pertambangan dan smelter. Salah satu calon pelanggan tersebut adalah PT Citra Palu Minerals (CPM), perusahaan pertambangan emas dengan kebutuhan daya sebesar 30 MVA yang akan disuplai dari Sistem Sulbagsel. Rencana penyambungan PT CPM tercantum dalam Demand Forecast RUPTL 2021–2030 sebesar 15 MVA dan diperbarui dalam RUPTL 2025–2034 menjadi 30 MVA. Penelitian ini bertujuan mengevaluasi kelayakan teknis dan finansial dua alternatif penyambungan PT CPM, yaitu melalui GI 150 kV Talise dengan jaringan SUTT sepanjang ±11 km dan GI 150 kV Tawaeli dengan jaringan SUTT sepanjang ±44 km. Analisis teknis meliputi aliran daya, hubung singkat, stabilitas transien, dan kontingensi N-1, sedangkan analisis finansial menggunakan indikator Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), dan Payback Period (PP). Hasil penelitian menunjukkan bahwa kedua alternatif dapat memenuhi kriteria operasi sistem pada skenario yang dianalisis. Dari aspek finansial, alternatif Talise membutuhkan investasi sekitar Rp99,00 miliar dan menghasilkan NPV sebesar Rp38,35 miliar, IRR 13,26%, BCR 1,01, dan PP 7,4 tahun. Sementara itu, alternatif Tawaeli membutuhkan investasi sekitar Rp248,34 miliar dan tidak memenuhi kriteria kelayakan finansial. Hasil perbandingan menunjukkan bahwa GI 150 kV Talise merupakan alternatif yang lebih layak secara finansial dengan kinerja teknis yang memenuhi kriteria operasi sistem. Dengan mempertimbangkan aspek teknis, finansial, dan konfigurasi keandalan, alternatif Talise dengan konfigurasi double line menjadi opsi yang direkomendasikan dalam skenario penelitian.
Electricity demand in Central Sulawesi is projected to increase along with the development of High Voltage Consumers (Konsumen Tegangan Tinggi/KTT), particularly in the mining and smelter industries. One of the prospective customers is PT Citra Palu Minerals (CPM), a gold mining company with a power demand of 30 MVA to be supplied from the Sulbagsel interconnected system. The connection plan for PT CPM was initially included in the 2021–2030 RUPTL Demand Forecast at 15 MVA and was subsequently updated to 30 MVA in the 2025–2034 RUPTL. This study aims to evaluate the technical and financial feasibility of two alternatives for connecting PT CPM: through the 150 kV Talise Substation (GI Talise) using approximately 11 km of 150 kV transmission line and through the 150 kV Tawaeli Substation (GI Tawaeli) using approximately 44 km of transmission line. The technical analysis includes power flow, short-circuit analysis, transient stability, and N-1 contingency assessment, while the financial analysis uses Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), and Payback Period (PP). The results indicate that both alternatives satisfy the system operating criteria under the analyzed scenarios. From a financial perspective, the Talise alternative requires an estimated investment of IDR 99.00 billion and generates an NPV of IDR 38.35 billion, an IRR of 13.26%, a BCR of 1.01, and a PP of 7.4 years. In contrast, the Tawaeli alternative requires an estimated investment of IDR 248.34 billion and does not meet the financial feasibility criteria. The comparative results indicate that the 150 kV Talise Substation provides greater financial feasibility while maintaining technical performance within the applicable system operating criteria. Considering the technical, financial, and reliability configuration aspects, the Talise alternative with a double-line configuration is recommended under the scenarios evaluated in this study.
