Abstrak
Wilayah pesisir Kota Bengkulu memiliki potensi bencana alam berupa intrusi air laut yang, jika tidak ditangani secara serius, dapat memicu dampak lingkungan dan sosial yang lebih luas. Tim pengabdi sebelumnya telah menghasilkan Naskah Akademik dan Rancangan Peraturan Daerah (Raperda) terkait pencegahan intrusi air laut yang diajukan kepada DPRD dan Pemerintah Kota Bengkulu. Namun, implementasinya terkendala dua hal utama: pertama, produk hukum yang dihasilkan bergantung pada proses politik yang belum tentu segera direalisasikan; kedua, lingkupnya terbatas hanya pada Kota Bengkulu, sehingga wilayah pesisir lain dengan karakteristik serupa belum terjangkau. Salah satunya adalah Desa Pasar Seluma di Kabupaten Seluma yang telah mengalami dampak signifikan intrusi air laut. Pengabdian ini bertujuan memperluas jangkauan upaya pencegahan intrusi air laut melalui pendekatan berbasis desa, khususnya di Desa Pasar Seluma. Metode yang digunakan meliputi pemetaan wilayah terdampak, sosialisasi mitigasi berbasis komunitas, dan advokasi kebijakan pada tingkat pemerintah daerah. Hasil awal menunjukkan meningkatnya kesadaran masyarakat desa terhadap bahaya intrusi air laut serta terbentuknya jejaring kolaborasi lokal. Ke depan, program ini diharapkan menjadi model pengabdian berbasis komunitas yang dapat direplikasi di wilayah pesisir lainnya.
Implementation of Coastal Seawater Intrusion Disaster Prevention and Mitigation Regulations in Village Regulations in Pasarseluma Village, Seluma Regency
The coastal areas of Bengkulu City have the potential for natural disasters in the form of seawater intrusion, which, if not addressed seriously, could trigger broader environmental and social impacts. The community service team previously produced an academic paper and draft regional regulation (Raperda) related to seawater intrusion prevention, which were submitted to the Regional People's Representative Council (DPRD) and the Bengkulu City Government. However, its implementation was hampered by two main factors: first, the resulting legal product depended on a political process that was not immediately realized; second, its scope was limited to Bengkulu City, so other coastal areas with similar characteristics were not yet covered. One of these areas is Pasar Seluma Village in Seluma Regency, which has experienced significant impacts from seawater intrusion. This community service aims to expand the reach of efforts to prevent seawater intrusion through a village-based approach, specifically in Pasar Seluma Village. The methods used included mapping the affected areas, community-based mitigation outreach, and policy advocacy at the local government level. Initial results indicate increased awareness among village communities about the dangers of seawater intrusion and the formation of a local collaborative network. Going forward, this program is expected to become a model for community-based community service that can be replicated in other coastal areas.
