Keterbatasan pemahaman para pelaku usaha terkait pentingnya mendaftarkan produk usahanya secara resmi membuat para pelaku usaha sedikit mengentengkan hal tersebut. Sejak disahkannya omnibus law, pemerintah mengeluarkan produk baru mereka yang orientasinya yakni pemanfaatan teknologi informasi berbasis online. Sebagaimana diatur dalam Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi secara Elektronik. Sistem OSS ditujukan untuk percepatan dan peningkatan penanaman modal dan berusaha serta mempermudah Pelaku Usaha, baik perorangan maupun non perorangan. Pemanfaatan teknologi yang sudah diakses setiap masyarakat dipilih guna menyempurnakan program kerja pemerintah dalam mengembangkan dan meningkatkan ekonomi kreatif di Indonesia. Perizinan Berusaha Berbasis Risiko pada dasarnya mengubah konsep perizinan yang bersifat ex-ante (persyaratan dipenuhi dulu di awal) dengan konsep peizinan ex-post (verifikasi dilakukan setelahnya). Kebijakan perizinan dirancang untuk mencegah terjadinya kegagalan pasar. Bentuk perizinan haruslah disiapkan dengan sedemikian rupa sehingga pemerintah tidak harus menanggung suatu kerugian yang ditimbulkan oleh tidak terkendalinya kegiatan ekonomi masyarakat. Online single submission atau OSS diluncurkan pada 8 Juli 2018 dalam rangka menyederhanakan proses perizinan berusaha. Disebut pertama kali dalam Peraturan Presiden Nomor 91 Tahun 2017, aturan pelaksanaan OSS tertuang dalam Peraturan Pemerintah Nomor 24 Tahun 2018.
Education on Risk-Based Business Licensing Management Through the Online Single Submission (OSS) System
The limited understanding of business actors regarding the importance of officially registering their business products makes business actors take it lightly. Since the enactment of the omnibus law, the government has issued their new product which is oriented towards the use of online-based information technology. As regulated in Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services. The OSS system is aimed at accelerating and increasing investment and doing business as well as facilitating business actors, both individuals and non-individuals. The use of technology that has been accessed by every community is chosen to perfect the government's work program in developing and improving the creative economy in Indonesia. Risk-Based Business Licensing basically changes the concept of licensing which is ex-ante (requirements are met at the beginning) with the concept of ex-post licensing (verification is carried out afterward). Licensing policies are designed to prevent market failures from occurring. The form of licensing must be prepared in such a way that the government does not have to bear a loss caused by uncontrolled community economic activities. Online single submission or OSS was launched on July 8, 2018 in order to simplify the business licensing process. First mentioned in Presidential Regulation Number 91 of 2017, the rules for implementing OSS are contained in Government Regulation Number 24 of 2018.
