Dilematika Pertumbuhan Pariwisata Pasca Pandemik dan Penertiban Hukum untuk Imigran di Denpasar Bali

Pulau Bali, sebagai pemenang Travelers Choice Best of the Best 2021 oleh TripAdvisor, telah mengalami dampak serius dari pandemi COVID-19. Perekonomian pulau ini terganggu oleh pembatasan perjalanan dan penutupan bandara internasional, menyebabkan penurunan signifikan dalam jumlah wisatawan. Pasca pandemi, Bali menghadapi hambatan pemulihan, termasuk fluktuasi harga komoditas global akibat perang Rusia-Ukraina. Wisatawan asing, termasuk dari Rusia dan Ukraina, memanfaatkan kondisi ini dengan berbagai kegiatan, termasuk bekerja tanpa izin. Perilaku beragam wisatawan dan pelanggaran terhadap budaya lokal menimbulkan dilema antara meningkatkan pariwisata dan menjaga citra pulau Bali yang ramah. Penelitian ini menggunakan pendekatan deskriptif analitik untuk menganalisis fenomena ini melalui kajian referensi seperti artikel akademis, laporan industri pariwisata, dan kebijakan terkait. Hasilnya menunjukkan bahwa, sementara pariwisata memberikan kontribusi signifikan terhadap ekonomi Bali, perlu adanya keseimbangan antara pertumbuhan sektor ini dan perlindungan hak pekerja lokal. Langkah-langkah penegakan hukum, seperti Satuan Tugas dan peraturan daerah, telah diambil untuk menertibkan wisatawan asing yang melanggar aturan. Namun, terdapat dilema kompleks antara penegakan hukum yang tegas dan menjaga citra ramah Bali. Kesimpulannya, intervensi pemerintah dan kerja sama antara pihak berwenang dan pelaku industri diperlukan untuk menjaga keseimbangan ini demi keberlanjutan pariwisata Bali.
The Dilemma of Tourism Growth Post-Pandemic and Law Enforcement on Foreign Tourists in Bali
Abstract
Bali, recognized as the Travelers Choice Best of the Best 2021 by TripAdvisor, has faced significant impacts from the COVID-19 pandemic. The island's economy suffered disruptions due to travel restrictions and the closure of international airports, leading to a substantial decrease in tourist numbers. In the post-pandemic era, Bali encounters hurdles in recovery, including global commodity price fluctuations due to the Russia-Ukraine war. Foreign tourists, including those from Russia and Ukraine, exploit these conditions engaging in various activities, including unauthorized employment. Diverse tourist behaviors and violations of local culture pose a dilemma between boosting tourism and preserving Bali's friendly image. This research utilizes a descriptive-analytical approach to analyze these phenomena through reference studies such as academic articles, tourism industry reports, and relevant policies. The findings indicate that, while tourism significantly contributes to Bali's economy, there is a need for a balance between the growth of this sector and the protection of local workers' rights. Law enforcement measures, such as the Task Force and local regulations, have been implemented to regulate foreign tourists violating rules. However, a complex dilemma exists between rigorous law enforcement and maintaining Bali's welcoming image. In conclusion, government intervention and collaboration between authorities and industry stakeholders are necessary to maintain this balance for the sustainability of Bali's tourism.
