Video promosi merupakan media strategis untuk menyampaikan layanan publik secara visual, ringkas, dan menarik. Proyek ini bertujuan merancang, memproduksi, dan mengevaluasi video promosi layanan Balai Besar Standardisasi dan Pelayanan Jasa Industri Agro (BBSPJIA) Kemenperin dengan mengintegrasikan model ADDIE (Analyze, Design, Development, Implementation, Evaluation) dan teknologi Artificial Intelligence (AI) generatif. Pemanfaatan AI meliputi text-to-image untuk storyboard, text-to-video untuk footage visual, serta text-to-speech untuk narasi voiceover sesuai karakter pesan. Data dikumpulkan melalui wawancara, observasi, dan studi dokumentasi, lalu diolah menjadi naskah, storyboard, dan konten visual yang merepresentasikan layanan pengujian, kalibrasi, dan sertifikasi. Hasil menunjukkan ADDIE memfasilitasi produksi terstruktur dan fleksibel, sementara AI meningkatkan efisiensi, kualitas visual, dan daya tarik konten. Fitur AI seperti Google Veo 2, ChatGPT, OpenAI.fm, Elevenlabs, Suno.AI, dan CapCut auto-caption mempercepat proses tanpa mengurangi akurasi atau estetika. Evaluasi internal menegaskan kesesuaian visual, keterbacaan caption, dan keselarasan narasi dengan tone layanan.

Abstract
Promotional videos are a strategic medium for delivering public services in a visual, concise, and engaging manner. This project aims to design, produce, and evaluate promotional videos for the services of the Center for Standardization and Industrial Services for Agro-Industry (BBSPJIA) under the Ministry of Industry by integrating the ADDIE model (Analyze, Design, Development, Implementation, Evaluation) with generative Artificial Intelligence (AI) technology. AI applications include text-to-image for storyboards, text-to-video for visual footage, and text-to-speech for voiceover narration aligned with the intended message tone. Data were collected through interviews, observations, and document studies, then processed into scripts, storyboards, and visual content representing testing, calibration, and certification services. The results show that ADDIE facilitates a structured and flexible production process, while AI enhances efficiency, visual quality, and content appeal. AI tools such as Google Veo 2, ChatGPT, OpenAI.fm, Elevenlabs, Suno.AI, and CapCut auto-caption accelerated production without compromising accuracy or aesthetics. Internal evaluation confirmed visual consistency, clear captions, and narrative alignment with service tone.
