Strategi Inovasi Pelayanan Publik untuk Penurunan Kemiskinan Ekstrem di Sumbawa Barat

Penelitian ini bertujuan untuk mendeskripsikan implementasi strategi inovasi pelayanan publik dan menganalisis faktor penghambatnya dalam upaya menurunkan kemiskinan ekstrem di Kecamatan Jereweh, Kabupaten Sumbawa Barat. Penelitian ini mengisi kekosongan kajian terkait efektivitas strategi inovasi publik di tingkat kecamatan secara komprehensif dalam konteks lokal, yang jarang diteliti secara terintegrasi. Menggunakan metode kualitatif studi kasus, data dikumpulkan selama tiga bulan melalui wawancara mendalam, observasi, dan dokumentasi dengan 10 orang informan kunci (pemangku kebijakan, aparatur, pelaksana, dan masyarakat). Data dianalisis menggunakan pendekatan analisis tematik. Hasil penelitian menunjukkan bahwa implementasi strategi inovasi telah menunjukkan kemajuan melalui intervensi terpadu, meliputi koordinasi lokal dan layanan proaktif. Namun, efektivitas strategi ini secara signifikan terhambat oleh konstelasi faktor kompleks, mencakup keterbatasan anggaran dan SDM, problematika akurasi data, tantangan partisipasi sosio-kultural, serta fragmentasi kebijakan. Penelitian ini menyimpulkan bahwa meskipun upaya inovatif telah berjalan, penanggulangan kemiskinan ekstrem memerlukan reorientasi pendekatan yang lebih holistik dan fundamental untuk mengatasi hambatan sistemik yang ada.
Public Service Innovation Strategy to Reduce Extreme Poverty in West Sumbawa
Abstract
This study describes the implementation of public service innovation strategies and analyzes the impediments to alleviating extreme poverty in Jereweh District, West Sumbawa Regency. It addresses a notable void in the literature concerning the comprehensive effectiveness of integrated public innovation strategies at the district level, a topic that has received limited scholarly attention. Employing a qualitative case study design, data were gathered over a three-month period via in-depth interviews, observation, and documentation with 10 key informants, comprising policymakers, officials, program implementers, and community members. A thematic analysis approach was utilized for data analysis. The findings reveal that the implementation of these innovative strategies has yielded progress through integrated interventions such as local coordination and proactive services. Nevertheless, their effectiveness is significantly impeded by a complex interplay of factors, encompassing budgetary and human resource limitations, persistent data accuracy problems, socio-cultural participation challenges, and policy fragmentation. The study concludes that while innovative efforts have been initiated, tackling extreme poverty necessitates a fundamental and more holistic reorientation of strategies to overcome these deep-seated systemic barriers.
