Penelitian ini bertujuan untuk menganalisis implementasi etika administrasi dalam pelayanan publik di tingkat desa, dengan fokus pada nilai transparansi, akuntabilitas, dan profesionalisme. Studi ini mengisi kekosongan literatur terkait praktik etika administrasi di lingkungan pedesaan yang seringkali luput dari perhatian akademik. Penelitian dilakukan di Desa Proto, Kecamatan Kedungwuni, Kabupaten Pekalongan, dengan menggunakan pendekatan kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen terhadap aparat desa dan warga. Hasil penelitian menunjukkan bahwa peningkatan transparansi dan profesionalisme aparatur berdampak signifikan terhadap kepercayaan masyarakat dan partisipasi warga dalam musyawarah desa. Namun demikian, implementasi nilai-nilai etika ini masih menghadapi hambatan berupa keterbatasan infrastruktur digital, rendahnya literasi teknologi di kalangan warga, dan minimnya pelatihan formal bagi aparatur. Kesimpulan dari studi ini menegaskan bahwa keberhasilan tata kelola desa yang etis ditentukan oleh kombinasi antara komitmen moral aparat, kesiapan infrastruktur, dan strategi pengembangan kapasitas yang berkelanjutan. Studi ini memberikan kontribusi praktis dan teoretis dalam mendorong penguatan budaya etika dalam birokrasi desa di era digital.
An Analysis of Administrative Ethics Implementation in Village Apparatus Services at the Proto Village Office, Kedungwuni District, Pekalongan Regency
Abstract
This study aims to analyze the implementation of administrative ethics in public service at the village level, focusing on the values of transparency, accountability, and professionalism. The research addresses a gap in the literature concerning the practice of administrative ethics in rural settings, which is often overlooked in academic discourse. The study was conducted in Proto Village, Kedungwuni District, Pekalongan Regency, using a qualitative descriptive approach. Data were collected through in-depth interviews, participatory observation, and document analysis involving village officials and community members. The findings indicate that improvements in transparency and professionalism significantly enhanced public trust and citizen participation in village decision-making forums. However, the application of these ethical principles still faces challenges, including limited digital infrastructure, low technological literacy among residents, and a lack of formal training for village officials. The study concludes that the success of ethical village governance depends on a combination of moral commitment, infrastructure readiness, and sustainable capacity development strategies. This research contributes both practically and theoretically to the advancement of ethical culture within rural public administration in the digital era.
