Perkebunan kelapa sawit merupakan salah satu sektor strategis yang berkontribusi terhadap perekonomian daerah, sehingga memerlukan sistem transportasi yang efisien untuk mendukung distribusi Tandan Buah Segar (TBS). Distribusi TBS masih bergantung pada ferry penyeberangan karena keterbatasan infrastruktur jalan. Permasalahan yang dihadapi adalah penetapan tarif ferry yang masih dilakukan secara konvensional dan belum didasarkan pada analisis Biaya Operasional Kendaraan (BOK). Penelitian ini bertujuan menghitung BOK ferry penyeberangan, menentukan tarif berdasarkan BOK dan load factor, serta membandingkannya dengan tarif eksisting. Penelitian menggunakan pendekatan kuantitatif deskriptif dengan data primer yang diperoleh melalui observasi dan wawancara terhadap operator ferry serta pengguna jasa, dan data sekunder berupa dokumen operasional, spesifikasi teknis kapal, serta Peraturan Menteri Perhubungan Republik Indonesia Nomor PM 66 Tahun 2019. Analisis dilakukan melalui perhitungan komponen biaya langsung dan biaya tidak langsung, penentuan load factor, simulasi tarif, serta analisis keuntungan operator dan Break Even Point (BEP). Hasil penelitian menunjukkan bahwa total BOK ferry sebesar Rp150.950/km atau Rp90.570/rit untuk jarak penyeberangan 0,6 km. Dengan margin keuntungan 10% dan load factor minimum 50%, diperoleh tarif sebesar Rp99.627/truk/rit, sedangkan tarif eksisting sebesar Rp160.000/truk/rit. Analisis BEP menunjukkan bahwa operator mencapai titik impas pada load factor 45,5% untuk tarif berbasis BOK dan 28,3% untuk tarif eksisting. Berdasarkan komponen biaya yang dianalisis, hasil penelitian menunjukkan bahwa tarif eksisting lebih tinggi dibandingkan tarif berbasis BOK. Temuan ini dapat menjadi dasar evaluasi penetapan tarif ferry yang lebih transparan, rasional, dan berkelanjutan bagi operator maupun pengguna jasa.
Tariff Determination Based on Vehicle Operating Costs (VOC) of Ferry Crossing for Palm Oil Trucks in Rantau Asem Village, Katingan Tengah District, Katingan Regency
Abstract
The oil palm plantation sector plays a strategic role in regional economic development and requires an efficient transportation system to support the distribution of Fresh Fruit Bunches (FFB). The transportation of FFB relies heavily on a river ferry due to limited road infrastructure. The main issue is that the ferry fare is determined conventionally without considering Vehicle Operating Costs (VOC). This study aims to calculate the ferry's Vehicle Operating Cost, determine an appropriate fare based on VOC and the load factor, and compare the calculated fare with the existing fare. A descriptive quantitative approach was employed using primary data collected through field observations and interviews with ferry operators and users, complemented by secondary data from operational documents, ferry technical specifications, and the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 66 of 2019. Data analysis included the calculation of direct and indirect operating costs, load factor analysis, fare simulation, operator profit analysis, and Break Even Point (BEP) analysis. The results indicate that the total Vehicle Operating Cost is Rp150,950/km or Rp90,570 per trip for a crossing distance of 0.6 km. By applying a 10% profit margin and a minimum load factor of 50%, the calculated fare is Rp99,627 per truck per trip, whereas the existing fare is Rp160,000 per truck per trip. The BEP analysis shows that the operator reaches the break-even point at a 45.5% load factor under the VOC-based fare and at 28.3% under the existing fare. Based on the operating cost components analyzed, the findings indicate that the current fare exceeds the VOC-based fare. These results provide a reference for establishing a more transparent, rational, and sustainable ferry fare policy for both operators and service users.
