Dynamics of Government Collaboration Between the Social Service Office and the Child Social Protection Home in Child Protection Services
Abstract
This study is motivated by the urgent need for collaboration between local government and civil society organizations in child protection services. Although the caseload handled by RPSA Delima rose from 31 (in 2023) to 59 (in 2025), the institution still faces limitations regarding legal status, human resources, and facilities, as well as a lack of guidance from the Social Agency. The study aims to analyze the collaborative governance between the Social Agency and RPSA Delima. It employs a descriptive qualitative approach with a case study design. Data were collected through interviews, observation, and document analysis involving six informants selected via purposive sampling. Data analysis utilized the Miles and Huberman interactive model. The theoretical framework applied is Ansell and Gash’s (2008) collaborative governance model, comprising five dimensions: communication, trust, commitment, role division, and intermediate outcomes. The results indicate that these five dimensions have not been optimally fulfilled. Communication was personal and incidental, institutional trust failed to develop, there was no formal cooperation commitment, role division lacked a collaborative nature, and intermediate outcomes did not emerge from a collaborative process. Nevertheless, RPSA Delima managed to deliver services through internal capacity and informal networks. These findings demonstrate that the success of child protection services does not solely depend on collaborative governance; however, institutional support from the government remains essential to ensure service sustainability and adherence to standards.
