Readiness and Implementation of Digital Financial Management in Fisheries MSMEs in Bitung City
Abstract
Digital financial management can improve MSME efficiency and information quality, yet digital readiness does not necessarily develop into integrated managerial implementation. This study examines readiness and implementation across 12 fisheries MSMEs in Bitung City using a descriptive qualitative multiple-case design. Twelve owners, managers, or administrative staff each represent one MSME case. Readiness is analyzed through the technological, organizational, and environmental contexts of the Technology–Organization–Environment (TOE) framework, while implementation is examined across seven functions: payment, recordkeeping, budgeting, cash-flow management, reporting, monitoring/control, and information use for decision making. Twelve individual interviews were conducted from 3–27 August 2026 for 37–58 minutes; ten were audio-recorded with permission and two relied on field notes. Analysis used codebook-guided coding, secondary review of four purposively selected cases, within-case analysis, and cross-case comparison; no major new category emerged in sessions 10–12. Digital payment was documented in 12 cases, recordkeeping in 9, budgeting in 4, cash-flow management in 6, reporting in 5, monitoring/control in 5, and information use in 6. Four cases (AR, FK, DK, and HA) show a higher readiness category than implementation, whereas RT, YP, MR, and VL show high readiness and high implementation. The findings support the readiness–implementation gap as an analytical cross-case pattern: technology provides enabling conditions, while competence, role division, data discipline, and environmental support appear to shape the conversion of digital capacity into integrated financial routines.
