Penelitian ini bertujuan untuk mengembangkan E-Modul dengan model pembelajaran RADEC (Read, Answer, Discuss, Explain, Create) berbasis kearifan lokal untuk meningkatkan Higher Order Thinking Skills (HOTS) siswa kelas IV pada pembelajaran IPAS. HOTS merujuk pada kemampuan menganalisis, mengevaluasi, dan mencipta. Penelitian ini menggunakan metode Research and Development dengan model ADDIE. Subjek penelitian adalah 24 siswa siswa kelas IV SD Negeri 3 Kertha Mandala. Data diperoleh melalui lembar validasi ahli, angket respons guru dan siswa, serta tes esai berbasis HOTS. Model RADEC menekankan tahapan membaca, menjawab, berdiskusi, menjelaskan, dan mencipta yang mendukung pengembangan berpikir tingkat tinggi. Hasil penelitian menunjukkan bahwa E-Modul berada pada kategori sangat valid dan sangat praktis. Secara empiris, terjadi peningkatan rata-rata nilai HOTS dari 56,25 menjadi 84,38 atau meningkat sebesar 28,13 poin (±50%) dengan nilai N-gain 0,64 (kategori sedang). Implikasi praktis dari penelitian ini adalah tersedianya E-Modul berbasis kearifan lokal Bali yang dapat digunakan guru untuk meningkatkan HOTS siswa pada pembelajaran IPAS di sekolah dasar. Dengan demikian, E-Modul ini efektif meningkatkan HOTS siswa dan layak digunakan dalam pembelajaran IPAS di sekolah dasar.
