Analisis Kepuasan Masyarkat Korban Kebakaran Terhadap Kesigapan Kerja Dinas Pemadam Kebakaran Dalam Penanggulangan Kebakaran Di Kota Padang

Risiko kebakaran perkotaan di Kota Padang menunjukkan peningkatan yang menuntut pelayanan pemadam kebakaran yang tidak hanya hadir sebagai pemadaman api, tetapi juga sebagai sistem respons darurat yang cepat, terkoordinasi, dan akuntabel. Penelitian ini bertujuan menganalisis kepuasan masyarakat korban kebakaran terhadap kesigapan kerja Dinas Pemadam Kebakaran Kota Padang serta mengidentifikasi unsur pelayanan yang menjadi titik lemah perbaikan. Penelitian menggunakan pendekatan kuantitatif deskriptif melalui survei terhadap 84 korban terdampak kebakaran yang dipilih dari populasi 505 orang dengan rumus Slovin. Instrumen disusun berdasarkan sembilan unsur Survei Kepuasan Masyarakat dalam PermenPAN-RB Nomor 14 Tahun 2017 dan dianalisis menggunakan nilai rata-rata tertimbang serta konversi Indeks Kepuasan Masyarakat. Hasil penelitian menunjukkan nilai IKM keseluruhan sebesar 78,64 atau berada pada kategori baik. Namun, capaian ini belum menunjukkan kesiapan sistem yang sepenuhnya kuat karena empat unsur masih berada pada kategori kurang baik, yaitu persyaratan penanganan, sistem/mekanisme/prosedur, waktu penyelesaian, dan penanganan pengaduan. Unsur tertinggi adalah kesesuaian penanganan, sedangkan unsur terendah adalah penanganan pengaduan. Temuan ini menegaskan bahwa masalah fundamental pelayanan bukan pada sikap petugas, melainkan pada rantai respons darurat, tata kelola keluhan, dan kesiapan sarana pendukung. Penelitian ini merekomendasikan penguatan sistem respons berbasis waktu, digitalisasi laporan dan pengaduan, pemeliharaan armada, serta evaluasi rutin berbasis data korban.
Urban fire risk in Padang City has increased and requires fire services that function not only as fire suppression units but also as a fast, coordinated, and accountable emergency response system. This study aims to analyze fire victims’ satisfaction with the responsiveness of the Padang City Fire Department and to identify service elements that require priority improvement. A descriptive quantitative survey was conducted involving 84 fire-affected residents selected from a population of 505 victims using the Slovin formula. The instrument was developed from the nine elements of the Indonesian Public Satisfaction Survey regulated by Ministerial Regulation of Administrative and Bureaucratic Reform Number 14 of 2017. Data were analyzed using weighted mean scores and the converted Community Satisfaction Index. The findings show that the overall index score was 78.64, categorized as good. However, this score does not indicate a fully resilient response system because four elements remained in the poor category: service requirements, mechanisms and procedures, completion time, and complaint handling. The highest-rated element was service conformity, while the lowest was complaint handling. These findings indicate that the fundamental problem is not frontline officers’ attitude but the emergency response chain, complaint governance, and supporting infrastructure readiness. The study recommends strengthening time-based response governance, digitalizing reporting and complaint systems, maintaining operational fleets, and conducting victim-based service evaluations.
