Pengaruh Kompetensi dan Motivasi Kerja Terhadap Kinerja Aparatur Sipil Negara (ASN) dengan Budaya Organisasi sebagai Variabel Moderasi pada Kejaksaan Tinggi Papua Barat

Kinerja Aparatur Sipil Negara (ASN) merupakan faktor penting dalam meningkatkan efektivitas dan akuntabilitas organisasi sektor publik, khususnya pada institusi penegak hukum. Penelitian ini bertujuan untuk menganalisis pengaruh kompetensi dan motivasi kerja terhadap kinerja ASN serta menguji peran budaya organisasi sebagai variabel moderasi pada Kejaksaan Tinggi Papua Barat. Kebaruan penelitian ini terletak pada pengujian budaya organisasi sebagai variabel moderasi dalam hubungan antara kompetensi, motivasi kerja, dan kinerja ASN pada lingkungan Kejaksaan Tinggi Papua Barat, yang masih relatif terbatas diteliti. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 108 ASN sebagai responden. Analisis data dilakukan menggunakan statistik deskriptif, uji asumsi klasik, regresi linear berganda, dan Moderated Regression Analysis (MRA). Hasil penelitian menunjukkan bahwa kompetensi berpengaruh positif dan signifikan terhadap kinerja ASN dengan nilai signifikansi sebesar 0,000, sedangkan motivasi kerja juga berpengaruh positif dan signifikan terhadap kinerja ASN dengan nilai signifikansi sebesar 0,005. Namun, hasil pengujian moderasi menunjukkan bahwa interaksi antara kompetensi dan budaya organisasi memiliki nilai signifikansi sebesar 0,057, sedangkan interaksi antara motivasi kerja dan budaya organisasi memiliki nilai signifikansi sebesar 0,184. Kedua nilai tersebut lebih besar dari 0,05, sehingga budaya organisasi tidak terbukti memoderasi hubungan antara kompetensi maupun motivasi kerja terhadap kinerja ASN. Temuan ini menunjukkan bahwa peningkatan kinerja ASN di Kejaksaan Tinggi Papua Barat lebih dipengaruhi secara langsung oleh kompetensi dan motivasi kerja dibandingkan oleh peran moderasi budaya organisasi.
The performance of Civil Servants (ASN) is a key factor in enhancing the effectiveness and accountability of public sector organizations, particularly within law enforcement institutions. This study aims to examine the effects of competence and work motivation on the performance of Civil Servants and to investigate the moderating role of organizational culture at the West Papua High Prosecutor's Office. The novelty of this study lies in examining organizational culture as a moderating variable in the relationship between competence, work motivation, and Civil Servant performance within the context of the West Papua High Prosecutor's Office, an area that has received limited scholarly attention. This study employed a quantitative approach using a survey method involving 108 Civil Servants as respondents. Data were analyzed using descriptive statistics, classical assumption tests, multiple linear regression, and Moderated Regression Analysis (MRA). The results indicate that competence has a positive and significant effect on Civil Servant performance, with a significance value of 0.000, while work motivation also has a positive and significant effect on Civil Servant performance, with a significance value of 0.005. However, the moderation analysis reveals that the interaction between competence and organizational culture has a significance value of 0.057, whereas the interaction between work motivation and organizational culture has a significance value of 0.184. Since both significance values exceed 0.05, organizational culture is not proven to moderate the relationships between competence and Civil Servant performance or between work motivation and Civil Servant performance. These findings indicate that improvements in Civil Servant performance at the West Papua High Prosecutor's Office are driven more directly by competence and work motivation than by the moderating role of organizational culture.
