Strategi Pengelolaan Mutu Pendidikan di Sekolah dan Perguruan Tinggi: Kajian Kepustakaan tentang Implementasi Sistem Penjaminan Mutu

Pengelolaan mutu pendidikan pada sekolah dan perguruan tinggi membutuhkan sistem penjaminan mutu yang mampu menghubungkan standar pendidikan dengan praktik pengelolaan dan perbaikan kualitas secara berkelanjutan. Dalam implementasinya, sistem penjaminan mutu masih menghadapi persoalan berupa kecenderungan administratif, keterbatasan kapasitas sumber daya manusia, lemahnya pemanfaatan data, serta belum optimalnya tindak lanjut hasil evaluasi. Kondisi tersebut menunjukkan pentingnya strategi pengelolaan yang menempatkan penjaminan mutu sebagai bagian integral dari tata kelola lembaga pendidikan. Artikel ini bertujuan menganalisis strategi pengelolaan mutu pendidikan di sekolah dan perguruan tinggi melalui kajian kepustakaan terhadap implementasi sistem penjaminan mutu. Penelitian menggunakan pendekatan kualitatif dengan metode kajian kepustakaan (library research). Data diperoleh dari berbagai literatur ilmiah dan dokumen kebijakan yang relevan, kemudian dianalisis menggunakan analisis isi dengan pendekatan tematik melalui proses identifikasi, kategorisasi, perbandingan, dan sintesis. Hasil kajian menunjukkan bahwa pengelolaan mutu yang efektif bertumpu pada kepemimpinan yang kuat, pemanfaatan data dalam pengambilan keputusan, keterlibatan pemangku kepentingan, penguatan kapasitas sumber daya manusia, budaya mutu, evaluasi berkelanjutan, serta tindak lanjut yang konsisten. Pada sekolah, strategi tersebut terutama diarahkan pada peningkatan kualitas pembelajaran dan layanan pendidikan, sedangkan pada perguruan tinggi mencakup pengelolaan pendidikan, penelitian, pengabdian kepada masyarakat, tata kelola, dan layanan kelembagaan. Meskipun memiliki karakteristik organisasi yang berbeda, kedua jenjang pendidikan membutuhkan penjaminan mutu yang terintegrasi dengan perencanaan, pelaksanaan, evaluasi, pengendalian, dan peningkatan mutu. Dengan demikian, penguatan sistem penjaminan mutu perlu diarahkan dari orientasi pemenuhan administratif menuju pengelolaan yang berbasis data, partisipatif, dan berorientasi pada perbaikan nyata serta peningkatan kualitas pendidikan secara berkelanjutan.
Educational quality management in schools and higher education institutions requires a quality assurance system capable of linking educational standards with management practices and continuous quality improvement. In practice, quality assurance systems continue to face challenges, including an excessive administrative orientation, limited human resource capacity, inadequate use of data, and suboptimal follow-up to evaluation results. These conditions highlight the importance of management strategies that position quality assurance as an integral component of educational institutional governance. This article aims to analyze educational quality management strategies in schools and higher education institutions through a literature review of quality assurance system implementation. The study employs a qualitative approach using a library research method. Data were obtained from relevant scholarly literature and policy documents and were analyzed using content analysis with a thematic approach through the processes of identification, categorization, comparison, and synthesis. The findings indicate that effective quality management is grounded in strong leadership, data-informed decision-making, stakeholder engagement, human resource capacity development, a quality-oriented culture, continuous evaluation, and consistent follow-up. In schools, these strategies are primarily directed toward improving the quality of teaching and learning and educational services, whereas in higher education institutions, they encompass the management of education, research, community service, institutional governance, and academic and administrative services. Although schools and higher education institutions differ in their organizational characteristics, both require quality assurance systems that are integrated into planning, implementation, evaluation, control, and quality improvement processes. Therefore, strengthening quality assurance systems should move beyond an administrative compliance orientation toward a data-informed, participatory, and improvement-oriented approach that promotes meaningful and sustainable enhancement of educational quality.
