Transformasi Digital Birokrasi dalam Perspektif Neoweberian State: Studi pada Sekretariat Daerah Kota Padang

Transformasi digital birokrasi tidak hanya berkaitan dengan penggunaan teknologi, tetapi juga menyangkut kemampuan organisasi pemerintah dalam mempertahankan kewenangan yang sah, membangun kapasitas kelembagaan, dan mengembangkan profesionalisme aparatur. Penelitian ini bertujuan untuk menganalisis transformasi digital birokrasi di Sekretariat Daerah Kota Padang dalam perspektif Neo-Weberian State (NWS). Penelitian menggunakan pendekatan kualitatif deskriptif dengan enam informan yang dipilih secara purposive berdasarkan keterlibatan dan pengetahuan mereka terhadap pelaksanaan transformasi digital di lingkungan Sekretariat Daerah Kota Padang. Data diperoleh melalui wawancara, observasi, dan dokumentasi serta dianalisis melalui reduksi data, penyajian data, dan penarikan kesimpulan. Perspektif NWS digunakan melalui tiga kategori analitis, yaitu otoritas kelembagaan, kapasitas institusional, dan profesionalisme aparatur. Hasil penelitian menunjukkan bahwa transformasi digital telah berjalan melalui pemanfaatan berbagai sistem seperti SRIKANDI, SIPD/SIPKD, SIMONA, SSFO, dan sistem pengelolaan aset. Dari sisi otoritas kelembagaan, pelaksanaan transformasi digital telah didukung oleh regulasi dan pembagian fungsi antarpihak, meskipun koordinasi masih perlu diperkuat. Dari sisi kapasitas institusional, sarana dasar telah tersedia, tetapi integrasi sistem, stabilitas jaringan, dan pembaruan perangkat masih menjadi perhatian. Dari sisi profesionalisme, aparatur telah memperoleh sosialisasi dan pelatihan, tetapi pemerataan pengembangan kompetensi masih diperlukan. Temuan tersebut menunjukkan bahwa transformasi digital telah berkembang, tetapi penguatan kelembagaan, kapasitas, dan profesionalisme tetap diperlukan agar digitalisasi mendukung birokrasi secara berkelanjutan.
The digital transformation of the bureaucracy is not only related to the use of technology, but also concerns the ability of government organizations to maintain legitimate authority, build institutional capacity, and develop the professionalism of the apparatus. This study aims to analyze the digital transformation of bureaucracy in the Padang City Regional Secretariat from the perspective of the Neo-Weberian State (NWS). The research uses a descriptive qualitative approach with six informants who were purposively selected based on their involvement and knowledge in the implementation of digital transformation within the Padang City Regional Secretariat. Data was obtained through interviews, observations, and documentation and analyzed through data reduction, data presentation, and conclusion drawn. The NWS perspective is used through three analytical categories, namely institutional authority, institutional capacity, and apparatus professionalism. The results of the study show that digital transformation has been carried out through the use of various systems such as SRIKANDI, SIPD/SIPKD, SIMONA, SSFO, and asset management systems. From the institutional authority side, the implementation of digital transformation has been supported by regulations and the division of functions between parties, although coordination still needs to be strengthened. In terms of institutional capacity, basic means are in place, but system integration, network stability, and device updates are still concerns. In terms of professionalism, the apparatus has received socialization and training, but equitable distribution of competency development is still needed. The findings show that digital transformation has evolved, but institutional strengthening, capacity, and professionalism are still needed for digitalization to sustainably support the bureaucracy.
