Pengaruh Sistem Pembayaran Elektronik terhadap Pendapatan Retribusi Parkir Kota Mataram

Penerimaan retribusi parkir merupakan salah satu komponen penting dalam Pendapatan Asli Daerah (PAD) Kota Mataram. Namun, realisasinya masih jauh dari target yang ditetapkan. Untuk mengatasi permasalahan tersebut, Pemerintah Kota Mataram menerapkan sistem pembayaran retribusi parkir non-tunai berbasis QRIS (Quick Response Code Indonesian Standard). Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi minat juru parkir dalam menggunakan sistem pembayaran QRIS serta persepsi mereka terhadap kebijakan yang menyertainya. Data dikumpulkan dari 108 juru parkir melalui kuesioner yang tersebar di enam kecamatan. Hasil penelitian menunjukkan bahwa minat terhadap penggunaan QRIS cukup tinggi (75%), namun implementasi masih menghadapi tantangan, terutama dalam aspek literasi digital, akses perangkat, dan keterlibatan dalam kebijakan. Faktor kecukupan informasi merupakan determinan utama dalam membentuk minat, diikuti oleh keamanan, kemudahan, dan ketepatan sistem. Sementara itu, hanya 60,2% responden yang merasakan keuntungan langsung dari sistem ini. Selain itu, mayoritas juru parkir menyatakan bahwa mereka belum dilibatkan dalam penetapan target dan porsi penyetoran. Rekomendasi yang diajukan meliputi penguatan edukasi digital, evaluasi kebijakan partisipatif, penyediaan insentif yang adil, serta perbaikan infrastruktur penunjang. Hasil penelitian ini diharapkan dapat menjadi dasar bagi perumusan kebijakan pembayaran retribusi parkir yang lebih inklusif, efisien, dan berkeadilan sosial.
The Impact of Electronic Payment System on the Revenue of Parking Retribution in Mataram
Abstract
Parking retribution is a vital component of local revenue (PAD) in Mataram City. However, its actual realization has consistently fallen short of the target. To address this issue, the Mataram City Government implemented a non-cash payment system using the Quick Response Code Indonesian Standard (QRIS). This study aims to analyze the factors influencing parking attendants' interest in using the QRIS system and their perceptions of the related policies. Data were collected from 108 parking attendants across six districts through structured questionnaires. The findings reveal a high level of interest in QRIS adoption (75%), yet implementation faces barriers including digital literacy limitations, access to devices, and lack of involvement in policy decisions. Information adequacy emerged as the most influential factor, followed by system security, ease of use, and accuracy. Only 60.2% of respondents reported experiencing direct financial benefits from the system. Furthermore, most attendants indicated they were not involved in setting payment targets or retribution shares. Recommendations include strengthening digital education, promoting participatory policy evaluation, providing fair performance-based incentives, and improving infrastructure support. The study offers critical insights for developing a more inclusive, efficient, and socially equitable public retribution payment system.
